why cant i get the 4 +4 to kick in it just clicks and ...

why cant i get the 4 +4 to kick in it just clicks and nothing? and it also started shaking when i am holding the speed about 50 ?there was a recall on the transfer case but i dont know if it had it done how would i tell?
